A member can be added, changed, or termed by INS03 — but INS05 is what actually tells a downstream system whether they can use their coverage today.

INS05 is the Benefit Status Code. It reports the member's current coverage state at the time of the transaction — active, on COBRA continuation, or a surviving insured under a deceased subscriber's plan — independent of whatever maintenance action is being applied in the same segment.

Where this trips people up

It's easy to assume benefit status and maintenance type always move together — that a 024 cancellation always means benefit status is no longer active. In practice, files are sent ahead of an effective date, so you can see a cancellation transaction where INS05 still reads A because the termination hasn't taken effect yet, or a COBRA status (C) on a member whose maintenance type is a plain change unrelated to their COBRA election. Treat INS03 and INS05 as independent facts in your test data rather than deriving one from the other.
